Russia has formally recognized the breakaway Georgian territories of Abkhazia and South Ossetia, which were at the heart of the recent war with Georgia. President Dmitri Medvedev said Georgia forced Russia's hand by trying to seize control of South Ossetia.

President Medvedev signed a decree Tuesday recognizing the independence of two breakaway regions of Georgia. The Bush administration is not happy with Russia's decree. U.S. Secretary of State Condoleezza Rice called the move "regrettable."

Ike Threatens Texas Oil Refineries
Hurricane Ike is storming toward the Gulf Coast of Texas — home to a quarter of the nation's oil refining capacity. As refineries shut down in anticipation of the storm, wholesale gasoline prices have shot up, despite crude oil prices falling to their lowest level in more than five months.

Bush Dedicates 9/11 Memorial At Pentagon
The first of three major Sept. 11 remembrance sites was dedicated Thursday outside of Washington. The Pentagon Memorial is a two-acre park built along the path of the American Airliner that crashed into the building, killing 184 people.

Storm Surge Major Threat As Ike Barrels In
Ike is churning toward the Gulf Coast of Texas. Storm surge and extreme flooding as far north as Houston are major threats. Mark Fox, a meteorologist with the National Weather Service, says the storm surge will likely be as bad as those caused by Hurricane Katrina.
